Properly Conceptualize the Nature of Strategy: For the U.S. to succeed in the ISIL campaign, it must properly conceptualize the nature of strategy in war. A good strategy requires strategically significant end-states that specifically articulate the conditions in the operational environment that are required to achieve desired behavior of the relevant actors (Note: Relevant actors in the ISIL campaign include at a minimum: all elements of ISIL; al Qaeda linked militants in the region; Shia militias; the Iraqi and Syrian Governments and their security forces; vulnerable Sunni populations; influential Sunni leaders; elements of the Kurdish population and their military forces; and regional governments such as those in Iran, Turkey, Saudi Arabia, and Syria).
