The new cap, which will take effect on Aug. 1, is a 6.2 percent increase over the current limit. That is almost double the 3.3 percent hike that took effect for the current 2012-13 academic year. The rate increase is determined by the average rise in the cost of undergraduate tuition, under a formula set in law.
