As Afghan security forces become more effective, the insurgents are increasingly targeting civilians. According to the quarterly report of the United Nations Secretary-General published on 6 December 2012, 84 per cent of civilian deaths or injuries were caused by insurgents. Recent surveys indicate that insurgent brutality is widely recognised and condemned by the Afghan population. In some provinces, local residents have been taking up arms and fighting back to reclaim their villages. The insurgency is also eroding from the bottom up, with over 5,600 fighters known to have laid down their arms and rejoined Afghan society through the Afghanistan Peace and Reintegration Program, led by the Afghan Government.
