The Army’s officer evaluation and promotion system has lost the confidence of many in the profession, as demonstrated by a string of scathing articles such as “Failure in Generalship” by Paul Yingling, “Military Brain Drain” by David Barno, and “Why Our Best Officers Are Leaving” by Tim Kane, just to name a few. Further discussions in contemporary professional literature have brought the term “toxic leadership” into vogue and indicate that many more have become discouraged with the Army’s ability to select and promote its best leaders. A slew of disciplinary actions taken against senior officers have also turned heads, and have begged questions about how officers with such basic integrity failings rose so high in the ranks to begin with.
