The United States has created an issue where none exists, freedom of navigation (FON). China has not threatened FON generally. The international disagreements in the SCS among area countries are rather ones regarding territorial sovereignty over several maritime features in the South China Sea, which the U.S. has declared it has no position on. The US has taken positions, not regarding sovereignty, but regarding the changes being made to islands and other physical features in the SCS. SecDef Carter has said many times that all modifications (by all countries) must cease, which has had no effect. Giving orders to countries on the other side of the world which can not be enforced and therefore are disregarded is not conducive to world leadership, if that is what the U.S. intends.
